Comerciante estadounidense. En 1902 se transformó en socio de una tienda de confecciones en Wyoming y cinco años después compró las acciones de sus socios con el objeto de iniciar la empresa que posteriormente se transformaría en J.C. Penney Co. Sus tiendas ofrecían una amplia variedad de mercancías baratas. Además ofreció a sus empleados planes de participación en las utilidades, primero a los gerentes y luego a todos los trabajadores. En 1929, la compañía tenía 1.392 tiendas en todo EE.UU. y cuando Penney murió era la segunda empresa comercializadora más grande del país, después de Sears, Roebuck and Company.
